S21 (A21) passed the NJ legislature in 2020 and sets in motion the licensing process for 2021. The bill carefully articulates the goals and issues in the emerging market that presents a system of regulation, taxation, and self-reflexive expansion that will be more-clearly delineated by the Cannabis Regulatory Commission (CRC) in the next few months.
There will be licensing rounds in 2021 to expand the cannabis industry in NJ and the bill demands that regulations be finalized 180 days (August 22nd). Once regulations are finalized, the CRC must conduct an educational tour through every county and begin the application process within 30 days (September). It is unclear whether all types of licenses will be awarded at the same time, and if certain license categories will be available in perpetuity or capped (cannabis grower licenses are capped at 37 during the first two years).
It is unclear if this process requires regulations to be completed yet and will likely begin before other rounds. Keep your eyes on the CRC to finalize the guidelines and answer questions about the scope of the 2021 licensing rounds. CRC public hearing dates can be found at https://www.nj.gov/cannabis/.
